Media Utilization
The College non-print collection is available to Franklin & Marshall students, faculty, and staff with valid College identification. Non-print media housed in the Media Center are to be used in the Media Center; materials do not circulate. Exceptions include faculty course preview (24 hour sign-out period) or official faculty course utilization. Materials should be returned at the end of the class period in which they were used.
Franklin & Marshall observes the Fair Use Doctrine of Copyrighted Media as defined by the Copyright Laws of the United States.
Non-print Materials Duplication Guidelines:
- Commerically produced non-print material (VHS, CD, DVD) may not be copied.
- Non-print material of F&M original productions for which permission has been granted may be copied onto blank tapes and/or DVDs which are supplied by patron.
- Where language textbook publishers have granted permission, ATS will copy audio language tapes onto a cassette provided by the patron enrolled in the course.
- The only occasion on which ATS copies any commercially produced music occurs when a class assignment requires every student to use a small segment of the same recording and we only have one copy (example - Bach: Die Kunst der Fuge). On that occasion in accordance with Fair Use Guidelines, ATS will copy a track or band of the recording (less than 10% of one side of the recording) on a blank cassette supplied by the student. After the assignment is completed, the tape will be erased.
- Only duplication requests consistent with the College Policy for Duplication of Audiovisual Materials as described in the copyright section of the College Policy Manual will be completed by ATS.
Video Utilization Guidelines:
- A purchased videotape/DVD, including many titles from the College's non-print collection, may be used at the College only for face-to-face instruction by an individual professor, not for public performance, entertainment, and/or closed circuit broadcast, unless an appropriate license and/or permission has been obtained due to copyright limitations.
- A videotape from a video store and marked "For Home Use Only" may not be closed circuit broadcast at the College.
- Off-air recordings of broadcast programming for educational purposes (Kastenmeier Guidelines) are permissible only upon the written request of the individual professor for classroom instructional purposes. The tape cannot be used by other professors. This applies only to programs that are provided to the general public at no charge. A television program may not be recorded at home from either broadcast or cable transmission and closed circuit broadcast at the College. According to the Kastenmeier Guidelines, the above recording may be shown to students no more than two times within 10 days of the broadcast date, and the second showing may only be for instructional reinforcement. Media Center Utilization
Non-print materials are only for use in the Media Center and classroom presentations. Patrons must present F&M I.D. cards so that ATS materials (audio tapes, video tapes, DVD or slides) can be properly charged out for their use in the Media Center. Patrons I.D. card will be held at the front desk and returned upon return of the borrowed materials.
F&M faculty may check out non-print materials to review and prepare materials for classes for 24 hours provided the materials are not on Reserve or needed for another class. Special arrangements must be made for any loan period over 24 hours. All other borrowers may use non-print materials only in the Media Center.

Classroom Media Equipment Utilization
Instructional media equipment may be used by faculty for classroom presentations, individual scholarly endeavors, and recognized extracurricular activities. Faculty must complete the ATS Media Equipment Request Form, available in ATS, at least 24 hours in advance of the requested class session. Media materials, (video, CD, etc.), will be delivered and picked-up with hardware. However, these software materials are the responsibility of the user to administer. Faculty requests can also be made by telephone, campus mail, or e-mail during the ATS operational hours. ATS delivers equipment for classes to the following classroom sites:
Stager, Keiper, Shadek Fackenthal Library, Kaufman, and Appel
NOTE: ComputerTEC and VideoTEC rooms include permanently installed equipment. ComputerTECs contain (at a minimum) a networked computer and DVD/VCR and projector. VideoTECs contain a TV and DVD/VCR. ATS does not deliver duplicate equipment to these rooms. Those using the A/V or computer equipment in these rooms have the responsibility to unlock and lock the podium, where necessary, and to operate the equipment. To this end, they may obtain a key and training, in advance of their class or event, from the Coordinator of Classroom Technology in ATS.

Campus-wide Media Equipment Utilization
Students and staff may borrow A-V equipment for recognized activities that support the mission of the College. A currently enrolled Franklin & Marshall student may borrow audio-visual equipment from the ATS equipment pool for class projects, internships, or official student organizations. Equipment may not be borrowed for personal or entertainment use or removed from campus for use by community non-profit organizations or businesses. Student requests must be supported by a faculty member or organization advisor. The equipment must be picked up and returned to ATS at the prearranged time.
To make a request, borrowers must complete either a Student Request for A-V Equipment Form or Office Request for A-V Equipment Form at least 48 hours in advance. These forms are available in ATS. Equipment loans are made on the basis of equipment availability.

ATS "Special Use" Facilities Utilization
ATS manages a number of "special use" facilites designed to provide unique access to instructional technology hardware and software. These facilities include the Media Studio in ATS and the Language Resource Center. Access to these facilities requires special permission. In addition to the above-mentioned facilities, ATS provides audio/visual support in Stahr Auditorium and Miller Recital Hall, and manages teleconferencing support for the College.

Digital Media Creation Stations (DMCS) Utilization
- Use of the production equipment is designed for the Academic Mission of ATS: "Integrating Technology into the Curriculum."
- Students can use any DMCS computer in 1 hour increments.
- Do not alter the media stations or software in any way; access to the DMCS will be forfeited for violators.
- Due to disk storage limitations, work files must be transferred off of DMCS computers to other storages devices at the end of each working session. Failure to save and transfer file could result in loss of work. ATS staff reserve the right to delete files to without warning to free up hard drive space.
- It is up to the individual user to schedule training on a particular media station. Faculty should contact Jackie Stephen; Students should contact an ATS Student Instructional Media Consultant. Through training, users will receive a basic understanding of the hardware and software. Depending on the complexity of the project, some tasks may be beyond the trained capabilities of the user. Assistance should be requested if that is the case. Please keep in mind the scheduling time frame.
- Step by step QuickStarts for each DMCS are available. Please refer to them as needed but do not hesitate to ask for personal assistance.
- Users are always responsible for the proper operation and shutdown of all equipment. Users who consistently neglect to properly operate and shut down media stations will lose their DMCS privileges.

Teleconference Utilization
Franklin & Marshall can facilitate regional or national teleconferences by acting in the capacity of a host site. In order to host teleconferences, copyright and licensing considerations must be approved in writing well in advance. Contact the Assistant Director of ATS for Media Services for more information.
